La Ferney, Ph.D.
Preston
LaFerney is Director of International Agricultural Programs at the
University of Arkansas. He also serves as University Professor of Agricultural
Economics on a joint research/teaching/ extension appointment. His areas
of expertise include agricultural marketing, policy, commodity analysis
and international trade.
Dr. La Ferney has
served as an agricultural economist/ researcher with the USDA Economic
Research Service. He has also held various administrative assignments within
the Division of Agriculture at the University of Arkansas — culminating
in more than six years as Vice President for Agriculture. He was instrumental
in the development and initial operation of GMSS and has worked throughout
his career to support global marketing.
Raymond Barclay,
Ed.D.
Raymond Barclay
is resident director of the Global Studies Program and representative in
Europe for the Global Marketing Support Services, University of Arkansas,
Dale Bumpers College of Agricultural, Food
and Life Sciences. He is responsible for coordinating and managing international
study and research opportunities for students and faculty. These include
internships, study abroad programs, collaborative research, visiting professorships,
teaching and research exchanges. He also assists GMSS to establish business
and government contacts and identify marketing opportunities in the UK
and Europe.
Dr. Barclay has
served as a UK-US Fulbright Fellow, reviewed agricultural communications
and technology transfer programs in Bolivia, England, Ireland and Scotland
and has conducted invited lectures and communications workshops in England,
Italy and Romania.
William
Millager, MBA
William Millager
has experience in business development, trade promotion, marketing and
management for small to medium-sized companies in the U.S. and overseas.
Currently, he is a consultant within GMSS where he has prepared training
materials and researched international trade data for GMSS clients.
Publications include papers, reports, and online tutorials in the areas
of business promotion, joint ventures, management and marketing, as well
e-commerce.
Before joining
GMSS, Mr. Millager worked for 12 years with the United Nations Industrial
Development Organization, headquartered in Vienna, Austria. His duties
with UNIDO included serving as Head, North American Investment Promotion
Service with responsibility for attracting U.S. and Canadian investment
to developing countries; Investment Promotion Consultant for the African
region — working with regional development banks and governments of 30
countries to design industrial investment programs; Senior Field Advisor
for the Caribbean region, for Eastern Africa, and for Thailand and Hong
Kong.
