  1. Minutes for the September 15, 2011, Graduate Council meeting will stand approved if no corrections are received.  (Please review the minutes on the Graduate School web page before the meeting:  http://www.uark.edu/grad).

  5. Old Business:  None
  6.  New Business, Information Only:  Proposals to change the name of the M.Ed. and Ed.D. degrees  in Workforce Development Education (WDEDME, WDEDED) to Human Resource and Workforce Development Education (Attachment A, Attachment B, Attachment C,and Attachment D).  The alpha code will change from WDED to HRWD.
  7. New Business:  College of Education and Health Professions
    1. Department of Curriculum and Instruction
      1. Proposal to modify the M.Ed. degree in Educational Technology (ETECME) as described in Section V of Attachment E.
      2. Proposal to modify the MAT degree in Secondary Education (SEEDMA) as described in Section V of Attachment F.
    2. Department of Health, Human Performance and Recreation
      1. Proposal to modify the M.S. degree in Kinesiology (KINSMS) as described in
        Section V of Attachment G.
      2. Proposal to modify the Ph.D. degree in Kinesiology (KINSPH) as described in Section V of Attachment H.
    3. Department of Rehabilitation, Human Resources and Communications Disorders: 
      1. Proposal to modify the requirements of the M.Ed. degree in Workforce Development Education (WDEDME) as described in Section V of Attachment I.
  8. New Business, New program proposal for an interdisciplinary program to be housed in the Graduate School:  Graduate Certificate in Sustainability (SUSTGC)(Attachment J and Attachment K).  This proposal will be reviewed by the University Course and Programs Committee on October 28th, so approval by the Graduate Council will be pending UCPC review.
  9.  Discussion Item:  Further discussion about changing graduate faculty status.  If the discussion suggests we should do so, we may vote to change the current three levels of ranks to the following four:   
    • Group IV (or IV-T) allows faculty or graduate assistants to teach graduate-level classes or dual-listed 4000 level classes.  Minimum requirements are a master’s degree and evidence of proficiency.
    • Group III (or III-T) allows faculty to teach, serve on or chair master’s committees.  Minimum requirements are a master’s degree and evidence of proficiency.
    • Group II (or II-T) allows faculty to teach, serve on or chair master’s committees (including the MFA degree), and serve on Ed.S. or doctoral committees.  Minimum requirements are a doctoral or MFA degree and evidence of proficiency.
    • Group I (or I-T) allows faculty to teach, serve on or chair master’s, Ed.S., or doctoral committees.  Minimum requirements are a doctoral degree and evidence of proficiency.  Group I and II status would be available for departments/programs to decide whether their incoming tenure-track faculty will be allowed immediately to chair doctoral committees.  
  10. The U of A has a new academic integrity policy, which allows students to be dismissed from the University under some circumstances.  However, for graduate students, we may also want to have circumstances under which a student may be dismissed from a program, but not the University.  Currently, we have a section of our Graduate Student Dismissal Policy which states:  “Graduate degree programs have the right to dismiss graduate students who a) do not make adequate academic progress; b) engage in academic or research misconduct; or c) engage in illegal, fraudulent, or unethical behavior as defined in any of the University codes or policies pertaining to academic and research integrity.”  However, for the process on how to dismiss a student for academic misconduct, the Catalog refers to the former academic integrity policy for the Graduate School.  Do we want to propose a new process for dismissing students from programs, but not the University, for academic dishonesty cases?  Please review the academic integrity policy and rubric before the meeting:  http://provost.uark.edu/245.php; http://provost.uark.edu/246.php

  12. Graduate faculty recommendations for graduate faculty:   A preliminary list is attached (Attachment M).  A complete list will be distributed at the meeting.
