Homeland Security Operations Plan


The University of Arkansas Police Department (UAPD) is committed to ensuring the best possible preparations for and response to emergency situations on campus. This document provides general guidelines for allocation of resources, implementing progressively stringent security measures and communication to the campus community.


I. Purpose

This plan is to support the UAPD role in addressing threats and attacks by any radical or terrorist group, as well as responding to accidents, natural disasters or other emergencies.

If there are significant injuries, casualties and/or evacuations resulting from such an incident the UAPD would work with other emergency response agencies under a Unified Command to search for, rescue and transport victims.

II. Phases

Preparedness Phase

Planning to ensure an optimal state of readiness for UAPD personnel and an appropriate level of awareness by the campus community. Training conducted throughout UAPD and the campus to ensure all personnel know, and are capable of delivering on, their responsibilities as they relate to the types of emergencies referenced above.

Alert Phase

Communication and preparation increase based upon threat level. Alerts relating to potential acts of terrorism may coincide with those issued by the Office of Homeland Security, although this national rating may differ from the threat level to our campus. Transmittal of information to the campus community may occur through use of websites, e-mail, press releases and/or the Emergency Broadcast System.

Response Phase

Delivering initial and sustained responses to emergencies as described above may require public safety personnel to conduct search and rescue operations, treat casualties, clear access routes, seal off areas and/or remove debris to help restore order. Existing emergency response plans and a variety of mutual aid agreements will be utilized to guide these efforts.

Recovery Phase

Assist victims of catastrophic incidents with restoring normal operations and obtaining needed resources from various support agencies.

III. Definitions

The events of September 11, 2001 along with anthrax exposures and the prospect of war have forced us to more aggressively protect ourselves from terrorism. Accordingly, the Office of Homeland Security has established five threat conditions (referred to as the Homeland Security Advisory System) to communicate the level of risk for acts of terrorism to the nation.

IV. Operational Levels

These are progressively stringent levels of operational readiness and security (see attached supplement entitled Operations Plan). Increases are associated with the Homeland Security Advisory System and the relationship of such status to our campus community-specific threats or other factors may prompt a higher level of local concern than denoted by this national rating for terrorism potential.

Normally the Director of the UAPD is responsible for determining when the Operational Level for our Police Department should be modified from the national rating. A designee may also make this determination if the Director is absent, and in extraordinary circumstances the Shift Commander may execute this upgrade. Only the Director or his designee may modify or cancel this Operational Level once implemented.

All UAPD and campus personnel are responsible for successful implementation of the appropriate Operation Level and training should be conducted accordingly.

A Computer-Aided Dispatch (CAD) case number will be created for an emergency as described above that encompasses all communications, instructions and responses generated during the incident. All crime and/or arrest reports will be cross-referenced to this original CAD case number. All personnel responding to the incident will complete a supplemental report documenting their actions and duty hours utilizing this original CAD case number.
