CONSTITUTION

University of Arkansas College Republicans
as recognized by the College Republican National Committee

ARTICLE I

Name

The name of this organization shall be the University of Arkansas College Republican Club (hereinafter referred to as "CR").

ARTICLE II

Purposes

SECTION 1
To make known and promote the principles of the Republican Party among the students at the University of Arkansas.

SECTION 2
To recruit University of Arkansas students as members of CR and as members of the Republican Party.

SECTION 3
To aid in the election of Republican candidates at all levels of government.

SECTION 4
To develop political skills and leadership abilities among Republican students as preparation for future service by them to the party and the community.

ARTICLE III

Officers

SECTION 1
The officers of CR shall be a Chairman, First Vice-Chairman, Second Vice-Chairman, Secretary, and Treasurer.

SECTION 2
The officers shall be elected at a reqular CR meeting between March 1 and April 30 and shall take the office immediatelly upon election.

SECTION 3
Notice that the election of CR officers will occur at the regular meeting must be resonably provided to all CR members not less than two weeks prior to such meeting.

SECTION 4
Nominations of candidates for CR officer positions shall be made from the floor by any CR member in good standing.

SECTION 5
Officers shall be elected by a majority of those CR members present who shall have paid their annual dues not less than two weeks prior to the election meeting.

SECTION 6
Vacancies occuring among the officers shall be filled at the next regular meeting after such vacancy occurs, provided that upon a vacancy in the position of Chairman, the First Vice-Chairman shall become Chairman, and upon a vacancy in the position of First Vice-Chairman, the Second Vice-Chairman shall become the First Vice-Chairman. Vacancies for the Second Vice-Chairman, Treasurer, and Secretary shall be elected by the body at the next meeting.

SECTION 7
The duties of the officers shall be as follows:

  1. Chairman
    To preside over all meetings of CR's and all meetings of CR officers; to administer the CR program; to represent CR in an official capacity.
  2. First Vice-Chairman
    To preside in the absence of the Chairman; to coordinate campaign activities; to perform such other tasks as the Chairman may assign.
  3. Second Vice-Chairman
    To preside in the absence of the Chairman and First Vice-Chairman; to coordinate recruitment activities; to perform such other tasks as the Chairman may assign.
  4. Secretary
    To prepare minutes of all regular CR meetings; to send all official CR correspondence; to coordinate preparation and distribution of CR publications.
  5. Treasurer
    To make financial reports to all regular CR meetings; to receive and distribute CR funds upon authorization by the Chairman; to coordinate fundraising activities.

ARTICLE IV

Appointive Positions

The Chairman shall appoint, within the consent of a majority of the officers, such project directors, chairmen of the Appropriations and Finance Committees and other committees deemed necessary by the Chairman, and dormitory, fraternity, sorority, and commuter coordinators as may contribute to the successful operation of CR.


ARTICLE V

Regular Meetings

SECTION 1
CR shall hold regular meetings not less than biweekly while school is in session.

SECTION 2
Regular meetings may be held at the call of the Chairman or of any three CR officers. Notice of a regular meeting shall be given to all CR members in the most complete manner practicable not less than one week prior to the meeting.

SECTION 3
A quorum for regular meetings shall be ten (10) members.

ARTICLE VI

Dues

Dues shall be set by the body by the second meeting of the year.


ARTICLE VII

Recruitment

SECTION 1
A membership table shall be run during class registration in order to recruit new members.

SECTION 2
A campus canvass shall be conducted as thoroughly as practicable during the first two weeks of the school session.

ARTICLE VIII

Impeachment

Any officer may be impeached for failure to perform his prescribed duties properly and in good faith. An officer may recommend impeachment, and when this occurs, the person being recommended for impeachment will choose someone to speak for him at the next meeting and may choose him/herself. The officer recommending the impeachment will choose someone to speak for the impeachment. The impeachment must be passed by 2/3 of the quorum.


ARTICLE IX

Amendments

Amendments to this Constitution may be adopted upon an affirmative vote by two-thirds (2/3) of those present and voting at two successive regular CR meetings provided, however, that no such amendments shall take effect without the approval of at least three CR officers.


ARTICLE X

Parliamentary Authority

The Chairman will have control over the meeting and will yield the floor to members as he/she sees fit with the exception of impeachment proceedings.


ARTICLE XI

Ratification and Effective Date

The Constitution must be ratified by 3/4 of the CR body. It will be effective as of October 25, 1995.
