Military Past and Present on Campus Constitution

Article I: Organization Name
The name of the organization shall be Military Past and Present on Campus (MPPOC).
Article II: Purpose Statement
1. It shall be the purpose of MPPOC is: As a UA Resident Student Organization, MPPOC’s goal is to unite and lend its support to students who have either prior served or are currently serving in any branch of the U.S. military. We recognize the transition from military to civilian life, along with added pressures from academic commitments, can be a difficult adjustment for some students. Therefore, we offer the same bonds of fellowship and camaraderie that develops during military service, and extend a helping hand to U of A students who have served and defended America’s freedoms.
MPPOC also supports military-affiliated students’ rights to have equal access to higher education through all available and practical means: such as through scholarships, private funds, Veterans Administration benefits or entitlements, and state veterans’ benefits.
As such, MPPOC further encourages the U of A to accept a more active civic and social role by recruiting, embracing and encouraging veterans and current military personal to enroll in classes as students at the university.
2. It shall be the mission of MPPOC to: serve all UA students who either qualify as a veteran or currently serve in any branch of the U.S. military. Our enduring mission is to support these students during their pursuit of any academic or professional degree. Furthermore, we commit to help students find ways to enhance their collegiate experience to ensure success as productive citizens and lifelong learners.
3. It shall be the belief of MPPOC that: The 21st century global economy and diverse worldwide social structure demands that higher education be a vital tool in almost every successful person’s toolbox. Never before in the world’s history has advanced learning been so important.
This is why MPPOC’s members hold a collective belief that the men and women who have served and are serving in any branch of the U.S. military holds a distinct advantage when it comes to successful completion of their college education when supplied with an equal opportunity to do so.
Furthermore, we also believe military-trained people represent a diverse group who has shown much resolve, motivation and determination. Those traits most usually absent in the recent high school graduate are the same traits necessary for a college students’ continued success for degree completion.
In addition, military personal both past and present, present with an enormous array of assets from all walks of life and every socioeconomic background. They are education capital worth sharing with other peoples and nations worldwide.
Therefore, we members of MPPOC believe any U of A class can benefit from a student who has had past or present military training. And that these students as an integral part of the U of A will add much to the continued success of the university’s higher education goals.
Article III: Membership and Eligibility Requirements
Section A: Membership is open to any enrolled student who:
1. Is enrolled in at least one credit at the University of Arkansas.
2. Currently serving in the United States Army, Navy, Marine Corps, Air Force, or Coast Guard (to include National Guard and Reservists).
3. Veterans of the branches listed in item 2, who have been discharged with any discharge other than dishonorable.
Section B: Dues and Collection Procedures (if any)
1. The fiscal year of the organization shall be from July 1st to June 30th.
2. The amount of annual dues shall be determined each year by both the president and treasurer.
3. Dues shall not exceed $20 per year.
Section C: A member may be removed for:
1. Academic Probation
2. Failure to comply with the organizations beliefs, mission, and purpose
3. Failure to comply with UA bylaws and guidelines
Section D: Removal of Membership Procedures
Any member may have their membership revoked by a two-thirds vote of the Executive Board.
Any member removed may appeal to the general membership. Said member shall be considered reinstated with two-thirds approval to the members.
Article IV: Voting
Section A: A quorum will be President, Treasurer, and three members.
Section B: Each member in good standing may vote.
Article V: Officers
Section A: Requirements to be eligible to an officer are:
1. Must be full time enrolled in the University.
2. Must maintain a minimum of a 2.25 grade point average
3. Must have been a member of organization for a minimum of 1 semester.
Section B: The MPPOC shall have a President, Vice President, Secretary and Treasurer. These officers comprise the Executive Committee or Board.
Section C: All officers must be members of MPPOC and enrolled full-time at the University of Arkansas and have a minimum of a 2.25 grade point average.
Section D: The term of office shall be from July 1st to June 30th.
Section E: Election of officers shall be held annually during the month of May. At least two weeks notice shall be given before the election meeting. Nominations shall be initiated from the floor and elections done by ballot. The person receiving majority vote will be elected.
Section F: Any officer may be removed from membership by a two-thirds voted of the Executive Board.
Any officer removed may appeal to the general membership. Said officer shall be considered reinstated with two-thirds approval of the members.
Section G: Any vacancy which may occur in an office shall be filled by appointment by the president pending ratification at the next group business meeting.
Article VI: Duties of Officers
Section A: The President
1. The President shall be the chief executive officer.
2. The President shall appoint all committee chairpersons.
3. The President, with approval of the executive board, directs the budget.
4. Vacancies in offices will be filled by appointment of the President with approval of the general membership.
Section B: The Vice President
1. The Vice President shall be the parliamentarian for the organization.
2. The Vice President shall assume the duties of the President should the office become vacant, or in the absence of the President.
3. The Vice President will keep and have available current copies of the constitution and bylaws.
4. The Vice President will be responsible for scheduling programs.
5. The Vice President will perform other duties as directed by the President.
Section C: The Secretary
1. The Secretary shall be responsible for keeping the minutes of all meetings and the meetings of the executive board.
2. The Secretary will provide a copy of the minutes for each officer and keep a master file.
3. The Secretary shall maintain a complete and accurate account of attendance and membership status.
Section D: The Treasurer
1. The Treasurer shall keep a current record of all financial transactions; and
2. The Treasurer shall develop quarterly reports containing a list of all receipts and disbursements and distribute them among the membership; and
3. The Treasurer will be responsible for checking the accuracy of all bills and invoices and paying them correctly and on time
4. The Treasurer will perform other duties as directed by the President.
Section E: The Advisor – The University Faculty/Staff Advisor
1. The Advisor shall assist the group in the execution of roles and responsibilities.
2. The Advisor shall provide feedback to the organization regarding its operation and functioning.
3. The Advisor shall serve as a resource.
4. The Advisor should provide advice upon request, and also should share knowledge and expertise.
5. The Advisor shall be a full time faculty or staff member of the University of Arkansas.
6. The Advisor will be a nonvoting member of the organization.
Article VII: Meetings
Section A: Meeting shall occur 1 time per month.
Section B: Robert’s Rules of Order Revised shall be followed by the organization in all cases involving parliamentary procedure when it does not conflict with the constitution.
Section C: The rules may be suspended by two-thirds vote of the present membership.
Article VIII: Non- discrimination statement
Section A: The MPPOC admits students without regard to their race, religion, color, sex, age, sexual orientation or nation al or ethnic origin to all the rights, privilege, programs and other activities generally accorded or made available to members of the organization.
