Constitution

 

Article I:

Name: The name of this organization shall be the Korean Student Association at the University of Arkansas.

Purpose: It is the purpose and goal of the Korean Students Association to promote the education and enrichment of its members and the university community with aspects of Korean culture through involvement and participation in various social, cultural, and political activities.

Non-Discriminatory Policy: Even though the association members are primarily composed of peoples of Korean descent, this organization and its members shall not discriminate against any individual(s) for reasons of race, color, creed, religion, sexual orientation, national origin, sex, age, handicap, or Vietnam-era veteran status.

Article II:

Membership: Membership is open to any enrolled U of A student, part-time and full-time. Others, such as faculty, alumni, professionals, etc. are encouraged to become members but as non-voting associate or honorary members.

Article III:

Voting and Appointment Procedures: The elections for each of the executive committee members and the standing committee shall be conducted in May of the academic year. Proxy voting is allowed by submission of votes via electronic mail. The term for each of the offices will start from August of the school year and end in the May of the school year. Upon announcement of a vacant office, voting membership shall nominate candidates from among the voting membership and a majority election shall be held. In the event of a two-way tie, both candidates will assume the open post. In the event of multiple ties, the election will be conducted again after the presentation of the nominees’ platforms.

Organization Leadership: The organization leadership will be the executive committee whose responsibility it is to conduct business of the organization between meetings of the membership. This committee will represent the general assembly and will be elected from the ranks of the organization voting membership.

Officers: The officers shall operate for the common good of the KOSA. Officers shall not be constrained by official titles in determining their role(s) within the organization. Actions speak louder than words! The following are the official titles for the executive committee, but these descriptions shall be only a general guideline. Everyone shall effectively be a resident with latitude to become involved in any aspect of the organization that they so choose, the only yardstick being ACTION! The titles of the officers are as follows:

  1. President:
    1. Preside at organization meetings.
    2. Facilitate executive board meetings.
    3. Represent the organization to the institution.
    4. Meet weekly/Bi-weekly with the adviser.
    5. Be aware of all the money matters.
    6. Assist all executive officers.
    7. Serve as spokesperson for the executive board and organization.
    8. Provide motivation for the organization.
    9. Prepare for all meetings.
    10. Coordinate campus-wide programs (delegate this to other Executives)
    11. Serve on various committees or task forces.
    12. Prepare prior to all meetings.
    13. Be open to all opinions and input.
    14. Provide follow-up to organizational tasks.
    15. Inform the executive board of other meeting information.
    16. Organize the executive board retreats.
    17. Prepare for the annual banquet (delegate to other Executives)
    18. Coordinate the executive board transition with advisor.
  2. Vice-President:
    1. Preside at organization meetings in the absence of the president.
    2. Serve as liason to Committees.
    3. Direct Constitutional updating and revision.
    4. Facilitate Elections.
    5. Perform other duties as directed by the president.
  3. Treasurer:
    1. Prepare the organizational budget with the Advisor.
    2. Serve as chair of a finance/fundraising committee.
    3. Keep track of receipts, reimbursement forms, supply requests, etc
    4. Audit books twice a quarter with advisor.
    5. Maintain a financial history of the organization.
    6. Maintain a working relationship with institutional accounting.
    7. Inform the executive board of all financial matters.
    8. Coordinate Contingency Request
    9. Make quarterly reports of all receipts and disbursements.
  4. Secretary:
    1. Record and maintain minutes of all organization meetings.
    2. Send minutes to all appropriate members and organizations.
    3. Prepare an agenda with the President for meetings.
    4. Keep the organization informed.
    5. Maintain attendance (roll call) at all meetings.
    6. Maintain a calendar of events.
    7. Serve as the organization’s recognition coordinator (with other exec members)
    8. Maintain a phone and e-mail directory for all members.
    9. Reserve meeting rooms for the quarter and year.
    10. Work closely with public relations person.
    11. Maintain the office (with other exec members)
    12. Perform other duties as assigned by the president.
  5. Social Chair:
    1. Shall form a committee.
    2. Work with other social chairs from other committees and other schools.
    3. Implement 3 social activities a quarter.
    4. Incorporate intramural and athletic events into social calendar.
    5. Create a program calendar with other committee chairs.
    6. Perform other duties as assigned by the president.
  6. Public Relations Chair:
    1. Shall be responsible for maintaining a public awareness of the organization.
    2. Oversee all publicity for meetings and organizational happenings.
    3. Works closely with the secretary, social chair, and all committee chairs to maintain records or create publicity.
    4. Perform other duties as assigned by the president.
  7. Webmaster:
    1. Present at all events.
    2. Create and maintain organization’s webpage.
    3. Shall document all events and record on the webpage.
    4. Works closely with the secretary, social chair, and all committee chairs to maintain records or create publicity on the webpage.
    5. Perform other duties as assigned by the president.

Article IV:

Advisor(s): Advisors of the KOSA must be full-time University faculty or administrative/professional staff. If a person is serving as an advisor who is not a member of the above classification, a co-advisor must be chosen who is a member of the listed University classifications. The responsibility of advisors of this organization is to act as liaisons between the organization and the University.

Article V:

Meetings of the Organization: At the beginning of each quarter, a mandatory general meeting shall take place in which the KOSA states new membership and discusses upcoming events and activities for that quarter with the exception of summer quarter. Subsequent meetings shall be organized based on activity needs and general consent of voting membership. In addition, at least one meeting shall be held every two weeks for the organization leaders and committee officers in addition to sub-committee members.

Any members in attendance may voice his/her opinion concerning matters affecting the Korean Students Association (KOSA) without infringement by other means.

Special Committees
Special committees shall be formed at the discretion of the officers in efforts to further the purpose of the Korean Students Association (KOSA).

ARTICLE VI : Finances

The Korean Students Association will finance the activities it engages by the following means:

Membership dues (appropriate amount set by the Korean Student Association).
The Korean Students Association will submit a budget to the appropriate Office of Student Program Advisory Board on an annual basis and request funding appropriate for the effective operation of the organization for each year.
The Korean Students Association will conduct all financial activities in accordance with university policy and place all funds in its University account.


ARTICLE VII : Amendments

This Constitution is binding to all members of the Korean Students Association at the University of Arkansas, but the constitution is not binding unto itself.

Amendments to the constitution may be proposed in writing by any voting member of the Korean Student Association (KOSA) at any meeting at which two-thirds of the voting members are present.

These amendments will be placed on the agenda for the next regular meeting of the executive council or other officer grouping.
